Da tempo ormai immemorabile il governo dei popoli passa anche attraverso l’induzione del sentimento che tutto ciò che è in qualche modo diverso, debba produrre diffidenza e paura in quanto pericoloso e che, pertanto, debba essere rifiutato.
Centinaia, migliaia, probabilmente decine di migliaia di strutture sparse un po’ dovunque nel mondo rendono testimonianza di questo rifiuto. Sono carceri, manicomi criminali e non, riformatori, campi di concentramento e sterminio, ghetti, centri di identificazione ed espulsione (CIE).
Si sostiene che questi istituti siano necessari ed abbiano lo scopo di curare, redimere, rieducare. Niente di più falso ed ipocrita. Falso poiché è a tutti evidente che queste strutture non svolgono l’attività dichiarata. Chi entra in carcere, molto spesso, una volta uscito ci rientra rapidamente poiché non c’è alcun percorso concreto di reinserimento nella società. Eppure sarebbe così conveniente: mantenere una persona in un carcere ha dei costi molto elevati, consentirle di lavorare una volta in libertà la metterebbe nelle condizioni di poter contribuire.
La stessa cosa vale per i riformatori che non sono altro che un anticamera per la prigione.
I manicomi, specie quelli criminali, da sempre, più che di cercare di curare un malato, si preoccupano di metterlo in condizioni vegetative, in modo da non essere più un “problema” per società o famiglia. Così vengono imbottiti di farmaci, che annichiliscono ma non risolvono il loro problema, se non addirittura sottoposti ad interventi che non hanno nulla di medico: lobotomia, elettroshock. Non si creda diversamente, queste “terapie” sono tuttora assai frequenti.
Per quel che riguarda i campi di sterminio o di concentramento, non serve dire molto. Lo scopo è sempre stato quello di smaltire vite umane. Anche di questi il mondo ne conta ancora molti attivi e non cito i casi per il solo fatto che l’argomento che mi preme evidenziare è un altro.
Gli ultimi nati sono i CIE il cui scopo dichiarato è quello di identificare al fine di espellere immigrati “irregolari”. Se fosse vero, non si spiegherebbe come mai siano zeppi di persone scarcerate e che, quindi, sono di certo identificate.
E vengo all’ipocrisia, che dovrebbe apparire evidente, visto che ciò che viene sostenuto è palesemente falso. E’ un’ ipocrisia estremamente subdola, e che riguarda in particolare i CIE, poiché si cela dietro al proclamato pericolo che deriverebbe dall’avere queste persone fuori da questi centri. In realtà non ci sarebbe alcun pericolo in più, ma fa comodo crederlo. Fa comodo additare come causa dei mali sociali all’interno di questo paese qualcuno che arriva da fuori, facilmente identificabile dal colore della pelle o dalla lingua e per il quale, essendo uno sconosciuto, si nutre ben poca empatia. Fa comodo perché con la scusa di difenderci da questi migranti si possono emanare nuove leggi che, alla fine, limitano la libertà di tutti. Insomma, déjà vu: si produce nella società uno shock che lascia sgomenti rendendo possibile attuare riforme (o meglio controriforme) altrimenti impensabili. Milton Firedman docet.
Proprio qui sta il punto: è necessario acquisire consapevolezza di questa ipocrisia e poi respingerla. Finché rinchiuderemo dei disperati che arrivano nel paese in cerca di un futuro in galere, faremmo un danno anche a noi stessi ed ai nostri figli. Per questa ragione almeno, se non per un auspicabile sentimento umanitario, dobbiamo respingere l’idea che la soluzione alla migrazione delle genti, causata dalla disparità di condizioni di vita, possa essere il rifiuto violento, ed accettare il fatto che l’unica soluzione reale e possibile passa attraverso l’integrazione sociale e culturale oltre che alla redistribuzione della ricchezza. Non farlo non farà altro che aumentare tensione e conflitto sociale fino alle più estreme conseguenze.
